Future Communication Study Document - COCR v2.0 (1.4mb PDF)
This COCR V2.0 is the culmination of a 3 year effort between the FAA, NASA & EUROCONTROL under the auspices of ICAO's Aeronautical Communications Panel. It will be used to establish baseline requirements for potential communications systems developments supporting the data communications services expressed in Sections 2 & 3.

The document itself is a compilation of concepts from various sources including ICAO, IATA, FAA/JPDO & European SESAR organizations which have been expressed in the form of two operational communications scenarios and a future ATM environment description from which safety, security & performance requirements were derived. Wide distribution within your organization is encouraged.

If there are comments you would like to make about the document, they will be considered if and when any future revision activities occur.

Report   NAS Communications System Safety Hazard Analysis and Security Threat Analysis
The Federal Aviation Administration (FAA) Air Traffic Organization (ATO) has established procedures to provide a baseline for both the safety and security of the operational National Airspace System (NAS) Communication System.  Each program chartered to implement or modify operational systems will have to perform detailed safety and security analyses and thoroughly document the supporting evidence for these analyses.  To evaluate the completeness and validity of these analyses, from a high level perspective and in a consistent manner, a documented safety and security baseline for the current NAS Communication System was deemed necessary.  This document presents that high level analysis.
